الملخص

في الأدبيات الأكاديمية الحديثة تم إعادة صياغة الحوكمة الدولية (Global Governance Theory) بشكل جوهري، لا سيما منذ منتصف العقد الثاني من القرن الحادي والعشرين، وذلك بسبب التحولات البنيوية في طبيعة العلاقات الدولية، وتزايد دور الفواعل غير الحكومية والمؤسسات فوق الوطنية في تشكيل السياسات التعليمية والاقتصادية والثقافية للدول النامية, لم تعد الدولة الفاعل الوحيد في النظام الدولي، بل أصبحت هناك شبكة من الجهات متعددة المستويات، تتمثل بالمنظمات دولية مثل البنك الدولي، واليونسكو، ومنظمات إقليمية مثل الاتحاد الأوروبي، بالإضافة إلى جهات غير حكومية كالمؤسسات الأكاديمية العالمية وشبكات الاعتماد وضمان الجودة , كما ان  الحوكمة متعددة المستويات (Multi-Level Governance Theory) التي طوّرت لأول مرة في أواخر التسعينيات، وتم تحديثها وتوسيعها لاحقًا عبر عدد من الدراسات التي ركّزت على تكامل السياسات بين الدول وداخل المؤسسات العابرة للحدود، خصوصًا في سياق الاتحاد الأوروبي. حيث أن صُنع السياسات لم يعد يتم بصورة حصرية داخل حدود الدولة القومية، بل أصبح يتوزع بين مستويات متعددة من الحوكمة، تتضمن المستوى المحلي، الوطني، والإقليمي، وفي حالات مثل الاتحاد الأوروبي، المستوى فوق الوطني.
